SAGINAW — A 38-year-old Saginaw man charged this morning in connection with a machete attack against his neighbor also is a candidate for the Saginaw City Council.

Christopher M. Kaczmarek, 1542 Gilbert, is one of nine people seeking five seats on the City Council, according to Saginaw City Clerk Diane M. Herman.

Kaczmarek also was arraigned this morning in Saginaw County District Court on a charge of assault with intent to do great bodily harm less than murder.

If convicted, he would face up to 10 years in prison. Prosecutors allege he attacked a neighbor with a machete Aug. 12 following a disagreement.

Saginaw County District Judge Christopher S. Boyd set bond at $20,000 cash or surety, and Kaczmarek remained in the Saginaw County Jail this morning in lieu of posting bond.

He awaits a hearing on the evidence, the date of which wasn't immediately known.

Saginaw Police Department officers, along with officers on the Saginaw Emergency Services Team, executed a search and arrest warrant at 5:45 p.m. Thursday at Kaczmarek's home on the city's southwest side, according to Saginaw Police Department Detective Sgt. Joseph Dutoi.

Herman said workers with the City Clerk's office are still in the process of certifying candidates before their names can be placed on the Nov. 8 ballot. Kaczmarek and most other City Council candidates haven't been certified yet after filing their nominating petitions by the Aug. 16 deadline, though Herman expects to certification process to be completed by Monday.

Kaczmarek in 1994 pleaded guilty to attempted breaking and entering a vehicle to steal property worth more than $500, a misdemeanor, and in 2009 pleaded guilty to operating a motor vehicle while intoxicated-third offense, a felony. He served one year under house arrest for the drunken driving charge and had remained on probation since.

SAGINAW, Mich. (AP) — A man seeking a seat on the Saginaw City Council has been jailed in connection with a machete attack on a neighbor.

The Saginaw News reports (http://bit.ly/qIBXRu) that 38-year-old Christopher Kaczmarek was arraigned Friday on a charge of assault with intent to do great bodily harm less than murder.

Kaczmarek was being held on a $20,000 bond in the Saginaw County Jail.

Prosecutors say the attack followed an Aug. 12 argument.

Kaczmarek is one of nine people seeking five council seats in November.

The newspaper reports that he pleaded guilty in 1994 to attempting to break into a vehicle. He also served a year under house arrest for drunken driving.

Court-appointed attorney Stephen Seman said Friday that he had not reviewed facts in the case and couldn't comment

Meeting called to order at 6:30 P.M. by Jose` Barajas

Opening Prayer: Pastor Franzel

Dignitaries: Mrs. Daniel's Principal Jerome School, S.E.N.I.C. Rob Davis, Reverend Tucker, Councilman Paul Virciglio, CPO's Matt Carpus & Jeff Madja.

MOTION: Motion was made to approve the minutes from the March 15^th meeting and seconded. Motion was carried.

Treasurer Report: Last meeting in March we had $ 281.03 Balance. Donations were $33.00

New Balance is $314.03 for April.

Citizen Patrol: Don McCloskey talked about raffling off a new Dell Computer to purchase a new lawn mower for cutting properties this year. Tickets are $10.00 each. See Don for tickets. Rick Russell gave the report of their funds. They had $309.50 paid out $240.00 leaving a balance of $69.50. They had a donation for gas for the Citizen Patrol from a member.

Reverend Tucker: Informed us that his Church will be having an Easter egg Hunt for the children on Saturday April 23^rd 2011 @ 2109 W. Michigan. Reverend Tucker said about one more week and they should be finished with the renovations of the Church.

Secretary Report: Paula Diem from Traffic Engineering didn't have our report ready for our Neighborhood Watch Street Signs. She will have it in the mail for us within the next week. I hope to have a full report by May's Meeting.

Vice President Report:

Deanna reminded us Chief Cliff's Meeting will be held at the UAW Hall 1911 Bagley St. on April 28th at 5:30 P.M.

CPO Officer Bickel was named Officer of the Year.

At the last meeting of Chief Cliff, Officer Vasquez talked about Identity Theft. He mentioned to shred all of your papers. Don't throw them out into the trash.

Habitat for Humanity: We are getting information to see what has to be done to get on a list for re-doing housing in our Neighborhood Association Area. I believe there is a 3 year wait now. We should have a report on that by next meeting.

Hemlock Semi Conductor: We have information on the table for the sign up for the 911 Emergency. This is for any emergency i.e., Tornado, Chemical Spill, Prison Break Etc. Please take some time and sign up for this. You can sign up for your Home telephone, computer E-mail, Cell Phone.

The Art Teacher from Handley School sent us a thank you card for the donation of the tennis shoes that were taken off the wires. She is using them for her art class in some capacity for a project.

Officer Jeff Madja: Officer Madja reported there are several juveniles @1313 S. Michigan who are throwing stones, rocks, and bricks at passing vehicles around Fayette, Vermont, Niagara and Dearborn. It is taking up much of his time to process these kids. He gave a complete report. The age ranges from 12-17 and 18 years old.

School will soon be getting out. Kids will be out past curfew. It will still be light at 10:00 P.M. We have people breaking into cars. Keep doors locked and all personal items from your vehicles in your home and not in the cars. Call Officer Madja @233-6722 If not available call 911.

Vacant House Watch: There are forms on the back table for this. Please fill out the forms and turn them into either officer Madja, or the Saginaw Police. They will go out to the 1^st shift, umbrella shift, and the 3^rd shift. Have a neighbor or someone pick up your mail. Keep a light or lights on and a radio or T.V. on while you're gone.

ATM Machine's: There are scams going on with ATM machines. Credit Cards, anything under $25.00 you don't have to sign for it anymore. People can get your information from the credit cards. Be careful of people coming to your door from ashphalt companies to fix your driveways. Keep your garage doors down. Lottery scams from other countries going on.

Spring Clean Up: is May 16^th – 21^st 2011. We are sending a signup sheet around for anyone who wants to participate. We will be cleaning up lots. ETC.

We have more "We're watching you" signs on the back table if anyone needs them. Each sign costs $2.00

President: Jose` Reminded us the Safety Deposit Boxes will remain in the Post Office @ 1201 S. Wheeler after it closes. We can purchase stamps at Princing's Drug Store 333 S. Michigan.

There is a sign on the door of the Post Office giving this telephone # 771-5738 if you care to express your thoughts of the closing of our S. Wheeler St. location.

ISSUE SHEETS: There are Issue Sheets on the table as you come into the meeting for you to pick up and fill out. You don't have to give your name. Put them into the box on the table and they will be given to Rob Davis or Officer Madja to look into.

S.E.I.N.I.C.: Rob Davis told us that 4 different people bought the house at 1422 S. Wheeler I believe in one weeks time. Rob has condemned the home.

Night Sweep: The 1^st of the month the Police, CPO's, and S.E.N.I.C. are going to be removing trash, debris, junk vehicles etc.

This is something from me(Don) about the millage .
I know alot of people do not think it should be brought up in the meeting but it does effect all of us. So just to let you know it will be brought up in ever meeting until the vote and just think if you think it is bad now. If this does not pass do you think it is going to get any better.
I will fight tell the end for this to pass because i do know that we do need it I am working with someone to get more info about the millage so it is in plain english.

The meeting was called to order by Jose Barajas, President, at 6:35 PM
OPENING PRAYER BY Jose Barajas
DIGNITARIES PRESENT: Paul Virciglio, Larry Coulouris, and Dennis Browning, Councilmen, City of Saginaw; Rob Davis, Code Enforcement; Jason Daniels, our Community Police Officer (CPO), Scott Bickel, CPO for the Adams Blvd. Neighborhood Group, 3 Saginaw Fire Fighters.
MOTION was made to approve the minutes from the February 16, 2010 meeting by Rick, and seconded by Dan. Motion carried.
TREASURER’S REPORT: Previous balance in our account was . Donations at last meeting were Current . A member requested signatures for a petition to remove unruly people from a house a on Patton, near her residence. Complaints are trash, numerous children, and fights.
SECRETARY’S REPORT: Jan asked for input on the issue of putting the Minutes on the blog site for the SWSNA. Discussion ensued, and it was determined that the Minutes on the blog were helpful; but that information, such as names of certain people be eliminated or blackened out, as well as our financial information.
PRESIDENT’S REPORT: Please fill out the Census Forms. They are critical. Make sure the person is actually a Census Worker. (Later in the meeting Dennis Browning, Councilman, told us that no one is coming around. Jose reminded us that a City of Sag. vote for the renewal of the millage for Public Safety is coming up. Jose asked Paul Virciglio to elaborate. Paul___Be sure you are registered. The vote may be on the August ballot. If the millage is approved we could get 5 more police officers. If not, the City will have to lay off Police Officers, and we would lose the 5 we got through Grants.___ Dennis Browning told us that our neighborhood is his old neighborhood. He said that when he was sworn in there were 214 Officers.___Jose introduced Don from our Citizen’s Patrol. There are 7 different cars that go around. Call 911 if you see trouble. (emergency). There was a shooting on March 12th. The shooting was in the Stanley & Gilbert Streets area, also S. Niagara. Four or Five people called. Jason Daniels, our CPO, said that there were 3 different areas and Officers did respond to subject with a gun. There were duplicate calls. They disregarded one call. Call 911 first, and recall if police do not show up.
(It was stated that the person in question was on the run, it was confusing, but don’t assume because you don’t see a police car that they are not investigating another area.
REV. GEORGE DORATO took this opportunity to state that there is a need for a stop sign at Joslin and Grout and Wood and Grout Sts. He very firmly presented his argument. His concern was for the safety of the children. Please take action!!! (This issue has been brought up before, and we were told by City of Sag. Employees present at the meeting that the process for determining the need for a stop sign is very involved and labor intensive. Therefore, we didn’t pursue the issue further. We were told to use common driving awareness.)
A member asked, “Why don’t Police walk beats”. Browning answered. We don’t have enough Police Officers. Another question asked, “Is there still in effect a citizen’s arrest.” Browning answered, “Yes, but the offence has to be a Felony.” Officer Bickel again told us that when the population was 96,000 the City of Sag. had 214 police officers. The City is too understaffed for a foot patrol. A member complained about noise from boom boxes or radios in passing cars.
JASON DANIELS TALKS: When the weather gets better there is going to be more foot traffic. Kids need to walk on sidewalks. He has been sitting and driving around the neighborhood.___
Sam Lee, citizen’s patrol, “if you see anyone around boarded houses call 911.___For loud noise from cars, try to get the make and plate number if possible. Be pro-active and call Code Enforcement, John Stemple or Rob Davis.
ROB DAVIS REPORTS: He reports that he took care of 2 landlords today. His no. is 759-1424. On Mar. 11 and Mar. 15 there was a Suburban sitting in a church parking lot. When he checked there was no vehicle. He reported on houses on 3rd and 11th Streets that were violating codes with multiple vehicles. House at 421 Bullock condemned. Consumer Energy terminates gas and electricity and the water is turned off when houses are condemned. 1806 Marquette, house shut down. 117 Vermont, several police talked to the gentleman. It was a non-registered rental unit. Lots of trash. Condemned.
VALERIE MCCALLOUGH, Saginaw County Animal Control Director: Valerie answered questions from members. The Center will take wild life. Reasons for causing owners to lose their dogs are: cruelty, bad sanitation, or does not have a license. “Barking dogs” is a noise violation. Call a code officer. Call Animal Control if there is a stray or wandering dog in your neighborhood. There is still a possibility of eliminating the Department of Animal Control. The Saginaw County budget will determine this. (Jan pointed out that we, the members present at a prior meeting, signed a petition to keep the Animal Control Shelter intact; and that a petition was also signed by numerous other Neighborhood Assc. members, and was being held by the Northmoor Neighborhood Group, and would be used if Saginaw County Officials decided to eliminate funding for Animal Control.) By March 1st, 2010 all dog licenses not renewed are delinquent.
FIRE FIGHTERS PRESENT: Stop in any time at a fire station or call the Fire Department for smoke detectors.
Jose thanked everyone for coming, and the new faces for showing up.

The winning ticket was won by Joan Leach. She donated the money back to the SWSNA.

The city is switching to every-other-week trash collection starting Monday for residents in some areas and beginning April 5 for others.

An airborne release of hydrochloric acid from the Saginaw Road facility of Midand-based Dow Corning Corp. prompted law officials to close Saginaw Road between Bay City and Salzburg roads from 6:30 p.m. to 7:30 p.m. Monday, spokesman Jarrod Eppelding said. He said the employees at the facility were evacuated and returned once the necessary repairs were made. “There was no risk to the public, Eppelding said. “But it was precautionary, because the wind was blowing, to close the road.” He said the cause of the release remains under investigation

If that does not take long then Iwould like to walk down Michigan Street starting at West Michigan and see how far we can go. So let me know if you are interested in helping out. Saginaw City Council votes to remove Jesse from Saginaw Housing Commission

Without explanation, the Saginaw City Council voted Monday 8-0 to remove Earl G. Jesse from the Saginaw Housing Commission.
Councilman Amos O'Neal was the only member absent from the meeting.
Jesse was appointed in September to the vacant seat by former Mayor Joyce J. Seals.

Owens, 36, of 2513 Wesley and Steven D. Owens, 39, of 3312 Carter are charged with conspiracy to commit first-degree murder, solicitation of murder, attempted murder, interfering or threatening a witness, and inciting perjury of a witness.Prosecutors say the brothers hired Dyterius M. Roby to kill Cornelius Owens, of no relation to the defendants.With the help of a confidential informant, Saginaw County sheriff’s deputies raided Ronald Owens’ home in January 2008 and confiscated a large amount of cash and drugs, police said. The Owens brothers believed that informant was Cornelius Owens and hired Roby to kill him, police said.Cornelius Owens testified before Saginaw County Chief District Judge M. Randall Jurrens that the brothers offered him money or drugs to change his testimony in the assault with intent to murder case against Roby, 21, of 2706 Glenwood.Roby is scheduled for trial April 22.Jurrens concluded the three-part preliminary hearing by ordering the brothers to stand trial in Circuit Court. Officials had yet to set a next court date for the pair, who remained in jail on $1 million cash or surety-only bonds

March 20, 2010, 8:06AMA Saginaw teen who pleaded guilty to opening fire during a July 29 drive-by shooting will spend at least seven years in prison.Marcus A. Cuellar, 17, pleaded guilty last month to assault with intent to do great bodily harm less than murder, discharging a firearm at or in a building, carrying a concealed weapon, and possessing a firearm during the commission of a felony.Saginaw County Circuit Judge Janet M. Boes on Tuesday sentenced Cuellar to three to five years for the concealed weapon conviction, two to four years for the firearm discharge conviction and two years for the felony firearm conviction. Cuellar will serve those sentences concurrently before a four- to 10-year sentence for the assault conviction.The judge gave Cuellar, who last lived at 1922 Benjamin, credit for 229 days served.Prosecutors said Cuellar began shooting about 11:40 p.m. at a home on Meadowview near King in Bridgeport Township. No one was injured

The parents were away with friends and the kids were watching a baby so the police called the parent and she should up. The police made a report. Flint police sergeants union president Rick Hetherington said police will have their hands full just dealing with day-to-day crime, and he wonders what will happen when officers have to call for backup.
The layoffs set for March 25 would leave one officer for every 900 residents.
The national average for cities the size of Flint is about one officer for every 526 residents.
Mayor Dayne Walling announced the layoffs last month after contract negotiations with public safety unions came to a standstill.
He said public safety relies on "smart policing," not just the size of the payroll.
Officials also plan to layoff 23 firefighters in an effort to ballet the city’s budget

GARBER GETS TO KEEP BUICK

SAGINAW TOWNSHIP, Mich. -- Garber Buick is keeping its General Motors franchise.
Owner Dick Garber expects to receive the reinstatement contract from GM by the end of the week.
The dealership had been in trouble for months until GM announced last week it was reinstating 661 dealerships.
The Saginaw Township 102-year-old business employs about 70 people and is one of the top 10 Buick dealerships in the United States.
Saginaw Township residents conducted a letter-writing campaign in support of Garber earlier this year.
That campaign generated more than 1,200 signatures of support from community leaders and customers was hand-delivered to a GM representative this past summer

Saginaw Superintendent Agrees To $160K Salary

SAGINAW, Mich. -- New Saginaw School District Superintendent Carlton D. Jenkins has agreed to the terms of his contract.
Jenkins, 44, will earn a $160,000 annual salary when he takes over the district’s top spot early next month.
He’ll also receive a $16,000 a year in annuity and close to an $8,000 a year automobile allowance.
Jenkins comes to Saginaw from the Beloit, Wis., school district.

LANSING, Mich. -- The Michigan State Police announced Tuesday that 179 non-compliant sex offenders were arrested and 248 additional arrest warrants were requested during Operation Verify, an initiative aimed at increasing compliance with Michigan’s sex offender registration law.
This was the state’s sixth coordinated sex offender sweep in five years.
The effort involved over 120 federal, state and local law enforcement agencies.
During two weeks beginning in February, officers conducted compliance checks at the registered residences of 1,512 offenders, resulting in 179 arrests for violations of the Michigan Sex Offenders Registration Act.
The Michigan Sex Offenders Registration Act requires offenders convicted of a misdemeanor-listed offense to report to a local law enforcement agency to verify their address yearly, Jan. 1 through Jan. 15.
Offenders convicted of a felony-listed offense must report to a local law enforcement agency to verify their address quarterly during the first 15 days of January, April, July and October.
Failure to do so is a graduated penalty ranging from a 93-day misdemeanor to a four-year felony.
Convicted offenders must also report a change of address within 10 days of moving; failure to do so is a four-year felony.
As of Jan 2010, there were 45,546 offenders on the Michigan Sex Offender Registry.
Following the January verification period, 40,896 offenders were in compliance.
The MSP also maintains a list of the most wanted sex offenders, available at www.michigan.gov/absconders.
A total of 15 offenders were featured on the Web site and were located and arrested in 2009.
In 2010, five top 10 offenders have already been located and arrested

This is a letter to inform everyone in the surrounding area that there is high activity of suspicious persons in the area. Thursday February 25, 2010 house on Southlawn Court was robbed between the hours of 12:00 p.m and 3:00 p.m. in broad daylight. I received a letter that around 1:00 p.m. a possible attempt robbery could have taken place on Gratiot Court. Luckily the home owner was home at that time and scared them off. It is believed that one person is walking the street scoping the houses and then phoning friends which houses appear to have no one home, they then knock on the door to double check if no one answers then they will proceed to rob that house. Please just be aware of your surrounding area.
Saginaw City has Neighborhood associations. We in this neighborhood are part of the Southwest Neighborhood Association. We have meetings once a month to discuss topics and areas of concern. All is welcome to come; these meeting are free to attend. We also have citizens on patrol these are the citizens you see driving around with the yellow lights on top of their vehicles. We are out there to keep an eye on the neighborhood. But this also has to start with us, keeping our eyes out. If you see anyone that appears to be suspicious to you call 911 this is the only way we can stop the robberies, arsons and anything else that could or may happen.
